North Eastern Region Urban Development Programme (NERUDP)
Objectives
The primary objectives of NERUDP include:
- Improving Urban Infrastructure: Enhancing essential services such as water supply, sewerage, sanitation, and solid waste management.
- Capacity Building: Strengthening urban local bodies (ULBs) through institutional and financial reforms to enable effective planning and implementation of infrastructure projects.
- Sustainable Urban Development: Promoting sustainable practices in urban planning and management to ensure long-term viability.
Implementation Phases
NERUDP is implemented in two phases:
- Phase I: This phase covers the capital cities of five northeastern states:
- Agartala (Tripura)
- Aizawl (Mizoram)
- Gangtok (Sikkim)
- Kohima (Nagaland)
- Shillong (Meghalaya)
- Phase II: This phase will extend to the states of Arunachal Pradesh, Assam, and Manipur.
Financial Framework
The total estimated cost for Phase I of NERUDP is approximately ₹1371.4 crores (around $285.7 million). The funding is structured as follows:
- 30% of the project cost is borne by the Government of India through Gross Budgetary Support.
- 70% is provided by the Asian Development Bank (ADB) as a loan, with a significant portion allocated as grants to participating states.
Project Outcomes
As of recent reports, NERUDP has sanctioned 84 projects/packages across the five capital cities, with 62 projects completed and 22 ongoing. The program has been extended to ensure continued implementation until March 31, 2022. A total expenditure of approximately ₹1332.41 crores has been reported under this initiative.
Key Components
NERUDP encompasses several critical components aimed at improving urban governance:
- Infrastructure Projects: Focused on upgrading water supply systems, sanitation facilities, and solid waste management.
- Capacity Development: Training and resources are provided to ULBs for better project management and service delivery.
